Asilimia 54 Wajiandikisha Kupiga Kura Zbar Awamu ya Kwanza

Jumla ya wapiga kura wapya laki mbili na elfu 71, 376 wamejiandikisha katika daftari la wapiga kura Zanzibar kwa awamu ya kwanza iliyoanza mwaka jana hadi Februari 14 mwaka huu.
Kwa mujibu wa takwimu za tume ya uchaguzi Zanzibar undikishaji huo umepata mafanikio kwa asilimia 53.50 ikilinganishwa na unadikishaji wa wapiga kura uliofanyika mwaka 2005 ambapo tume hiyo ilisajili wapiga kura wapya laki mbili, elfu 35, 849.Kazi za uandikishaji ambazo kwa sasa zimo katika matayarisho kwa awamu ya pili, tume ya uchaguzi imekadiria kuandikisha zaidi ya asilimia 46.50 ya wapiga kura kwa Unguja na Pemba.Katika uandikishaji huo wa awamu ya kwanza ya wapiga kura wapya Kisiwa cha Unguja kimeonesha kuwa na idadi kubwa ya wapiga kura waliofikia laki mbili, elfu tisa na 49 wakati Pemba watu waliojiandikisha ni elfu 63, mia tatu na 27.

Mswada kwa ajili ya mabadiliko ya sheria ya Uchaguzi waiva

The Big Question: What's gone wrong in Kenya, and is the peace deal unravelling?

Why are we asking this now?
Kenya's President, Mwai Kibaki, and Prime Minister, Raila Odinga, have had a very public falling out over the latter's attempt to suspend two cabinet ministers suspected of involvement in serious corruption. The duelling partners in Kenya's peculiar power-sharing government have been squabbling nearly constantly since their shotgun marriage in early 2008. The newspapers in Nairobi chart the daily theatre of scandals, arguments and reconciliations in the bloated unity government.
But this time it's serious. Mr Odinga suspended two cabinet heavyweights on Sunday over corruption investigations but was almost immediately over-ruled by the president, who accused him of over-stepping his authority. The prime minister has responded by calling for the return of peace envoy Kofi Annan and threatening to boycott cabinet meetings.
How did Kenya arrive at a power-sharing government?
As 2007 became 2008 the island of stability in the Horn of Africa slid to the brink of civil war. A crudely rigged election divided the country along ethnic lines and in the bloodbath that followed as many as 1,500 people are thought to have died.
Mr Odinga appeared to have beaten the incumbent Mwai Kibaki comfortably in the December poll but electoral authorities cut short the count and announced the sitting president the winner. While rival gangs fought and died in the city slums and the towns of the Great Rift Valley, the political elite stage-managed the chaos, distributing arms and cash to strengthen their own positions at the bargaining table. The fighting was stopped after marathon peace talks brokered by UN special envoy Kofi Annan. The deal saw both sides join an expanded government committed to a raft of reforms and a proper investigation into the fighting.
What's happened to that investigation?
A report identifying the culprits was promptly drawn up and handed to the government to establish a local tribunal to try the suspects. That tribunal was blocked last year by Kenya's parliament in a blatant example of looking after their own, with several members reportedly on the list.
Mr Annan has instead handed the Waki Report to the International Criminal Court in The Hague which is now deciding whether to proceed to indictments. At least two current cabinet ministers are believed to be among the "architects of the post-election violence" being sought by the ICC's chief prosecutor, Luis Moreno-Ocampo, who has vowed to make an example of Kenya.
What are the allegations?
Grand corruption has blighted East Africa's biggest economy from the Goldenberg scandal of the 1990s, which cost the country at least 10 per cent of GDP, to the Anglo Leasing affair during the first term of President Kibaki. The latest graft scandals are equally venal with US$26m disappearing in a maize scam that stole food from the mouths of starving Kenyans; the other saw up to US$1m embezzled at the education ministry from funds meant to support free schooling for young children. As usual, investigations have been launched but neither agriculture minister William Ruto nor education minister Sam Ongeri saw fit to resign.
Is this about corruption?
While corruption is arguably the issue in Kenya it's not the reason that the unity government marriage is on the rocks. Behind the scenes it has become increasingly clear that an informal deal between the two protagonists – that Mr Kibaki would endorse Mr Odinga for the presidency at the next elections, expected in 2012, in return for his support now – has been reneged upon.
At the least, the prime minister would demand that the president not actively support anyone standing against him but it's now clear that will not happen either. The battle lines between Mr Kibaki's PNU party and Mr Odinga's ODM have been drawn and corruption happens to be the chosen issue.
Who are the opposing sides?
Afro-pessimists dismiss Kenya's politics as tribal and national polls have functioned as periodic ethnic censuses, but the reality is more complicated than that. Each election in Kenya is different and the alliances that win or lose them are shifting. Mr Odinga drew support last time by rallying Kenya's smaller tribes into an anti-Kikuyu bloc that sought to end the dominance of Kenya's largest tribe, of which Mr Kibaki is a member. The prime minister, who like Barack Obama's father hails from the Luo tribe, is fashioning a new alliance to break up the status quo and reshape it in his own favour. His main opponents look like being Mr Ruto, whose numerous Kalenjin tribe were previously allies, and Uhuru Kenyatta, the finance minister, Kikuyu millionaire and scion of the family that led Kenya at independence.
What is the PM up to?
While he comes from a political dynasty and has been steeped in high politics since birth, Mr Odinga is phenomenally adept at recasting himself as a man of the people. Throughout his career he has landed on the right side of the key issues – sometimes with the help of a complete U-turn – just at the right time. He appears to be doing so again. His advisers understand that the election in 2002 was about getting rid of the reviled Daniel arap Moi, who had overseen a brutal one-party state.
The 2007 poll, they know, was reduced to identity politics. Now, some analysts believe Mr Odinga is trying to shape the terms of the next vote and trying out issues like the environment, corruption and probably constitutional reform next to see what works. When that becomes clear he will likely resign from the government and campaign as the leader of the opposition.
How serious is the crisis?
While it is unlikely to prompt a return to street-fighting, the current impasse practically guarantees that nothing constructive will get done in Kenya before the next election. The East African nation has been ravaged by drought, its economy was pounded by the post election crisis and is only slowly recovering, and life for ordinary Kenyans is still appallingly hard.
Key reforms in the police, judiciary, constitution and economy that are widely understood to be vital will sit on the shelf. In a country with so vast an underclass as Kenya any assumption of stability is complacent. Because of the importance of its markets, ports and roads, when Kenya sneezes the entire region catches cold. Anything that hurts recovery in Nairobi will be felt from Rwanda to South Sudan.
Is Kenya increasingly a failed state?
This newspaper said as much in July last year after the country was listed by the US-based Fund for Peace as 14th from bottom of their failed states index. If a state exists to provide security, maintain its borders, provide food and a functioning judicial system, then Kenya presently fails on all those counts. Corruption watchdog Transparency International yesterday said Kenya was sliding towards failure and warned of "political meltdown".
The lack of serious weaponry for a sustained civil war means it doesn't resemble a failed state like its neighbours Somalia or Sudan, but guns are not in short supply in the region. Many believe that the international community's investment in Nairobi, which is the regional hub for aid agencies, the UN and Western diplomatic missions, makes the state too big to fail.
But those institutions were, almost without exception, blind-sided by the post-election killing spree and powerless to do much about it. Kenya could be coming apart at the seams or simply getting ready for the next election campaign – or both simultaneously.
Is Kenya on the verge of political meltdown?
Yes...
* The African vogue for unity governments has been an unqualified failure as Kenya and Zimbabwe show
* The political parties are nothing more than tribal gangs building up war chests for the next round
* Failure to prosecute the architects of the post-election violence has reinforced the dangerous impunity
No...
* Kenya has been to the brink and has neither the guns nor the appetite for a fresh fight
* Kenyans have seen through the ethnic politics after seeing the unity government united in greed
* The next election campaign has begun and a free and fair vote is the only solution to a flawed government.
I believe there is one or two lessons that could be learned here for Zanzibar

African Engagements: On whose terms?
In the past two decades, Africa has experienced dramatic changes.
Between 1990 and 2005, in more than 42 African countries peaceful and democratic changes of government took place through competitive multiparty elections, notwithstanding more recent setbacks in Kenya, Zimbabwe and Gabon.
On the economic front, Africa emerged as one of the world’s fastest-growing regions in the wake of a boom in the international commodities market, despite the recent global financial crisis. Some African countries have put in place appropriate macroeconomic, structural and social policies that have contributed to improved growth rates and some progress towards meeting the MDGs. Significant efforts are also being made to reverse the productivity decline in agriculture and the decline in higher education and basic research in the face of equally daunting challenges including poverty, and post-conflict reconstruction and democratic consolidation.
Africa is also changing demographically, in terms of its fast growing youthful population, and high rates of urbanization that are placing new demands on resources and connecting regions and other parts of the world in complex different ways.
The end of the Cold war, and rapid globalization have contributed to increased competition for resources and markets in Africa by the world’s established and emerging powers. In an increasingly multi-polar world, Africa’s relevance and influence in the emerging post-Cold war order is not in doubt. From being in a state of neglect and marginality in the immediate post-Cold war period, the continent—its resources and markets have become sources of interest and engagement by these powers.
Despite the political and economic changes within the continent and the world, the study of Africa remains a contested terrain. Questions as to how to understand the current changes in the continent, and how the world can engage a changing Africa on an equitable basis is far from being settled.
The challenge remains, how the world can study and engage a resurgent Africa on the basis of mutual respect that facilitate a process of tapping into the present moment to promote social transformation and development on the continent, while the world opens up innovative African products, cultures and ideas.
The research community faces the challenge of evolving and expanding opportunities and spaces which can allow for a common multi-disciplinary exercise of knowledge production and understanding without necessarily talking with one voice, thereby enriching the understanding of a dynamic and diverse Africa.

Iran to construct gas station in Zanzibar

AS Zanzibaris passionately wait for the power blackout to end, salvation may come from a different direction when the Iran Government constructs a gas station in Zanzibar for electricity generation, state house press release says. “We have ample gas. Iran is the second largest producer of gas in the world, therefore we can help resolve power crisis in Zanzibar by constructing a gas station, which would produce electricity,” Mr Movahhedi Ghomi, the Iran Ambassador to Tanzania, was quoted as promising president Amani Karume at the state house today. Zanzibar has been without electricity since December 10th last year after some gadgets (splitters) at the Fumba power receiving station in Unguja Island failed. The press release did not give details of the gas project, but said further that the ambassador has also promised to construct honey-producing industry in Zanzibar in efforts to create jobs for youths. “We also have plans to continue supporting education sector and agriculture development in Zanzibar. Since we plan to construct a farm equipment (including tractors) factory in Dar es Salaam, Zanzibar will definitely benefit from the project,” the ambassador told hid guest. Mr Ghomi said that his country was determined to help Zanzibar in various sectors, including trade and investors from Iran to invest in the islands. According to the release, President Amani Karume was thankful to the envoy, saying, “Iran has been a good friend of Zanzibar and always kept promises. We must be proud because the industries will help reduce unemployment.” Karume was quoted as telling the envoy that Zanzibar was struggling to find a ‘permanent’ solution to the electricity crisis, which has affected social life and the economy. “Therefore, having a gas station in Zanzibar is definitely good news to Zanzibaris

Free gas for households in Zanzibar

IN efforts to control deforestation and promote environment conservation in the islands, authorities in Zanzibar today announced free gas to all Zanzibar households that would abandon using wood fuel and switch to utilization of gas for household heating. Dr Bakar Aseid, a director in the Department of Commercial Crops, Fruits, and Forestry, told a press conference that there was enough funds to pay for the gas for households that abandon the use of firewood and charcoal for cooking. "We appeal to all Zanzibaris to find alternative energy to save the environment," he said. Dr Aseid said that the free gas would be available from April this year under a project that aims at conserving forests. "Only people who accept to change will get the free gas starter kit," he said. The director said that about 526,000 US dollars was already available for the four-year project run by his department in collaboration with Oryx gas Limited and Salama gas Limited of Zanzibar. The initiative is also supported by members of the business community and development partners. "A household that buys a gas accessories package for a 38 kilos, 15 kilos or six kilos gas cylinders will be entitled to get starter gas equivalent to the purchased package. The cost of package (including gas to be paid by the project) is about 303,000/-; 193,000/-, and 92,000/- respectively," said Dr Aseid. He said that although there was a drop in the use of forest products since 2000 due to increased awareness, it was still important for Zanzibaris to unite in conserving the environment to avoid future negative impact of climate change. According to the 2007 study on energy balance, he said, 95 per cent of Zanzibaris use bio fuels, three per cent use petroleum products and two per cent use electricity from the national grid. "The scale of deforestation remains worrisome! While in the eastern areas of Zanzibar people destroy forest for fuel wood, in the western areas people fell trees because of expanding construction," the director said. Putting more emphasis on the environment conservation, the Minister of Agriculture, Livestock, and Environment, Mr Burhan Sadat Haji, also said at the conference that Zanzibar would be at risk of 'great' erosion in the near future if the current cutting down of trees remained unchecked.

Zanzibari entrepreneurs withdrewmembership to Pride Tanzania‏

About 800 Zanzibar entrepreneurs have withdrawn from Pride Tanzania membership after their businesses performed poorly due to the ongoing power problems.
The majority of the entrepreneurs are fishermen, livestock keepers, vegetable farmers, small-scale juice producers, owners of butcheries, hair and beauty saloons.
Speaking in an interview recently, Pride Tanzania manager for Zanzibar branch Omar Juma Kimwaga said since power problems began, the majority of its customers ended their subscriptions, meaning that they no longer take credit facilities from the organization.
“63 per cent of them are women who have employed themselves by running small-scale businesses,” he said, adding that they attributed failure to continue with their subscription to Pride to poor business performance due to lack of electricity.
“We had 3,600 customers as of November, last year. But as of today, we have remained with only 2, 800,” said Kimwaga.
The manager also said that even their big subscribers who used to take big loans were now taking small loans as a result of generally poor performance of their businesses.
He said the majority of big customers who had been affected by power problems and opted to scale down the amount of loans they applied from Pride came from the fishing, livestock keeping and agriculture sectors, including those selling milk, butcheries and vegetable dealers.
“We are facing a very hard situation commercially, our customers, are not repaying back as they used to. Power problems are really costing us dearly,” he said.

Na umaarufu wake umezidi hata mipaka ya kawaida, umaarufu huo haukutokana tu kwa kuwa Gurnah bali kutokana na umahiri wake katika lugha ya kiengereza na utunzi wa vitabu, Gurnah kwa hivi sasa ni Profesa wa lugha anayesomesha katika chuo kikuu cha Kent kilichopo London Uengereza, alizaliwa Zanzibar ambapo akiwa na umri wa miaka 17 alikimbia Zanzibar na Kwenda Uengereza kwa lengo la kujiendeleza, aliondoka Zanzibar mwaka 1965 ikiwa ni mwaka mmoja tu baada ya Mapinduzi ya Zanzibar ya mwaka 1964 na mwaka mmoja baada ya Muuongano na iliyokuwa Tanganyika, wakati ambapo fursa za kielimu zilikuwa haba kutokana na kuwepo na chuo kikuu kimoja tu maarufu Afrika Mashariki ambapo watuwalikuwa wakikitegmea ambacho ni Makerere, kwa vile aliondoka kimipangomipango alikupangana na changamoto kadha wa kadha zikiwemo za ubaguzi nchini Uengereza, akiwa hapo uengereza licha ya changamoto hizo aliamua kujiendeleza na hadi kuwa Profesa pengine unaweza kusema ni maarufu kuliko wanasiasa wengi nchini humo, umaarufu wake hautokani eti alikuwa mkimbizi bali unatokana na uwezo wake na tuzo anazopata za utungaji wa vitabu bora ulimwenguni, akiwa nchini humo alioa mzungu ambaye anaendelea kuishi naye hadi sasa, Gurnah baada ya safari yake refu ya ukimbizi kwa mara ya kwanza alirejea zanzibar kutembelea akiwa na umri wa miaka 32 mwaka 1980, hivi sasa Abdulrazak Gurnah ana umri wa miaka 62 ambapo zaidi ya asilimia 80 ya umri wake akiwa ameishi ugenini kw amaana ya kwamba miaka 45 ameishi Uengereza na 17 tu ndio aliyoishi alpozaliwa Zanzibar kuliko na familia yake kubwa.

TAMASHA LA MUZIKI KUANZA KESHO ZNZ

Zaidi ya wasanii 400 kutoka vikundi 40 vya muziki ndani na nje ya Tanzania vinatarajiwa kushiriki katika tamasha la busara litakaloanza kesho hadi tarehe 16 miongoni mwa vikundi kumi na mbili vinatoka Zanzibar na nane kutoka Tanzania Bara, Tamasha hili pia limeshirikisha makundi ishirini kutoka nje ya Nchi kama vile Kenya, Uganda, Afrika Kusini, Mozambique, Mayotte, Egypt, Guinea, Senegal, Gambia na Zambia.

Safety Alert! Here's some reasons why we don't allow cell phones in operating areas, propylene oxide handling and storage area, propane, gas and diesel refueling areas. The Shell Oil Company recently issued a warning after three incidents in which mobile phones (cell phones) ignited fumes during fueling operations In the first case, the phone was placed on the car's trunk lid during fueling; it rang and the ensuing fire destroyed the car and the gasoline pump. In the second, an individual suffered severe burns to their face when fumes ignited as they answered a call while refueling their car! And in the third, an individual suffered burns to the thigh and groin as fumes ignited when the phone, which was in their pocket, rang while they were fueling their car. You should know that: Mobile Phones can ignite fuel or fumes. Mobile phones that light up when switched on or when they ring release enough energy to provide a spark for ignition. Mobile phones should not be used in filling stations, or when fueling lawn mowers, boat, etc. Mobile phones should not be used, or should be turned off, around other materials that generate flammable or explosive fumes or dust, (I.e., solvents, chemicals, gases, grain dust, etc...) TO sum it up, here are the Four Rules for Safe Refueling: 1) Turn off engine 2) Don't smoke 3) Don't use your cell phone - leave it inside the vehicle or turn it off 4) Don't re-enter your vehicle during fueling.Bob Renkes of Petroleum Equipment Institute is working on a campaign to try and make people aware of fires as a result of 'static electricity' at gas pumps. His company has researched 150 cases of these fires. His results were very surprising: 1) Out of 150 cases, almost all of them were women. 2) Almost all cases involved the person getting back in their vehicle while the nozzle was still pumping gas. When finished, they went back to pull the nozzle out and the fire started, as a result of static. 3) Most had on rubber-soled shoes. 4) Most men never get back in their vehicle until completely finished. This is why they are seldom involved in these types of fires. 5) Don't ever use cell phones when pumping gas 6) It is the vapors that come out of the gas that cause the fire, when connected with static charges. 7) There were 29 fires where the vehicle was re-entered and the nozzle was touched during refueling from a variety of makes and models. Some resulted in extensive damage to the vehicle, to the station, and to the customer. 8) Seventeen fires occurred before, during or immediately after the gas cap was removed and before fueling began.Mr. Renkes stresses to NEVER get back into your vehicle while filling it with gas. If you absolutely HAVE to get in your vehicle while the gas is pumping, make sure you get out, close the door TOUCHING THE METAL, before you ever pull the nozzle out. This way the static from your body will be discharged before you ever remove the nozzle. As I mentioned earlier, The Petroleum Equipment Institute, along with several other companies now, are really trying to make the public aware of this danger.
